- When a Chinese businessman is pulled from the river wearing a pair of cement boots, cop Frank Doakey takes the case. Doakey’s investigation takes him to the Peking Empress Club, a glamorous bordello in the heart of Chinatown, where the girls are disappearing one by one. The murders are clearly linked and only one man has witnessed the crimes – but the mob has found him first and he’s not talking.
